Which of the following most accurately describes the problem?

THE three main political party leaders have been sent a 56-point " road manifesto ", by the Roads Campaign Council, giving the essential factors of Britain's chronic traffic congestion problems. In addition, every Parliamentary candidate is to receive a copy.

The Council is also sending with the manifesto a special issue of Highway Times to 100,000 readers, who are urged to ask their General Election candidates these three questions:
