MR. E. F. CHoPpEN has been appointed a director of the Esso Petroleum Co., Ltd.
MR. R. M. WATERHOUSE has been appointed assistant export sales manager of Hepworth and Grandage, Ltd.
MR. A. R. BLACK has been appointed secretary of the West Yorkshire Road Car Co., Ltd. He joined the company as assistant secretary in 1949.
MR. R. A. PHILLIPS, of the Dunlop Rubber Co., Ltd., has been appointed honorary secretary of the Birmingham Area of the Traders' Road Transport Association.
MR. A. H. THOMAS has been elected president of the Purchasing Officers Association for 1959-60. He is manager of purchasing, stores and material control of British Belting and Asbestos, Ltd.
MR. W. MORTON, secretary of the East Midland Area of the Road Haulage Association, is in hospital for the treatment of a longstanding leg complaint. It is. expected that it will be several weeks before he resumes work.
MR. F. G. RoBisitss, general sales manager of Avon India Rubber Co., Ltd., has retired after 44 years' service. He is the sole surviving executive on the staff of the Sirdar Rubber Co., the first company to be absorbed by Avon in 1915.
MR. S. W. JEFFERY has retired as managing director of Glover, Webb and Liversidge, Ltd., but retains his seat on the board in an advisory capacity. MB. J. S. BRISTOW and Ma. L. W. EVANS have been appointed joint managing directors from October 1.
MR. A. S. BISHOP, chairman of the Goodyear Tyre and Rubber Co. (Gt. Britain), Ltd., sails from Southampton today for a six-to-eight-week trip to America. MR. E. Dove., sales training officer, has completed 30 years' service with the company.
MR. G. E. V. THOMPSON, London divisional manager of Shell-141ex and B.P., Ltd., since 1954, retired on Wednesday after nearly 38 years' service. He will be succeeded by MR, M. Morino, the present sales manager of the division. The division will now have two sales managers to cope with the rapid expansion of the petroleum market in London. They will be MR. G. V. WATSON and MR. T. G LYNN JONES.
MR. KENNETH WALKER and MR. ERIC THOMPSON have been appointed joint managing directors of Laycock Engineering, Ltd. They had been acting as joint general managers since MR. SYDNEY WALKER resigned as managing director more than a year ago. Mr. Walker was then appointed an executive director of the parent company, Birfield, Ltd., and remained as vice-chairman of the Laycock organization. He has subsequently been appointed to the boards of other Birfield companies.

MR. N. M. KEILY has become transport manager of Exeter Co-operative Society, Ltd. He succeeds MR. J. T. STEED, who has retired after 40 years' service.
MR. MALCOLM J. CRAWFORD has been appointed chairman of the Wayne Tank and Pump Co., Ltd. Mr. Crawford, who is also managing director, suceeds the late MR. W. H. P. GiBsoN.
MR. JOHN MCIVOR has been appointed Scottish area sales manager of the British materials handling division of the Yale and Towne Manufacturing Co., Willenhall. MR. G. K. FRAME has become Scottish area sales engineer. Both will operate from the East Kilbride depot.
MR. W. E. MESSENGER on Wednesday vacated his position as general manager of Reliance Haulage Contractors, Ltd., London, N.W.1, as a result of the recent amalgamation of Express Dairy Co., Ltd., and Independent Dairies, Ltd. Reliance Haulage Contractors, Ltd., was a subsidiary of Independent Dairies. Among other matters, Mr. Messenger was responsible for the operation and maintenance of a mixed fleet of 1,000 commercial vehicles and private cars.
GLASGOW CORPORATION AGAIN CRITICIZED
THE unwillingness of Glasgow Highways Department to indicate the extent to which contractors might be employed was again strongly criticized by the Scottish Licensing Authority, Mr. W. F. Quin, at Glasgow last Friday.
"1 warned the corporation that I might have to refuse licences until it is prepared to give a guarantee of work to contractors," he iaid. At present the corporation were not prepared to give specific contracts or to attend courts to give evidence. Mr. Quin was, however, reluctant to make the contractor before him the subject of a dispute.
Mr. J. H. Wilson was seeking to vary his B licence by the increase of two vehicles, to undertake work offered by Glasgow Corporation. His contract provided for payment of £6 6s._ per day for vehicle and driver, with an extra 3s. when mechanical equipment was employed.
Mr. J. Risk, for Mr. Wilson, said that existing vehicles were fully occupied. He was confined to corporation work.
Mr. Quin adjourned the case to allow the matter to be raised again with the corporation.
GERMAN EXPERT FOR DUBLIN
AGERMAN road traffic co-ordination expert, Dr. Max-Erich Feuchtinger, has been appointed as consultant to conduct a survey of the traffic problems in Dublin. Work starts this month and may last well into 1960. Recommendations will be made for the relief of congestion and the re-routing of traffic away from the city centre.
