A NOVEL proposition came before the ri North Western Deputy Licensing Authority, Mr. A. H. Jolliffe, at Liverpool last week, when Harper and Mylrea, Ltd., sought to justify a normal user for one vehicle covering Lancashire, Cheshire, North Wales, Yorkshire, Midlands, London and southern counties and Scotland.

Mr. D. H. Mace, for the applicants, said that in 1958 the shares of a Liverpool haulage company, William Harper, Ltd., were acquired by another haulage concern and thereafter the services of two directors, Mr. Harper and Mr. Mylrea. together with 16 members of the staff, had been dispensed with.

Many of the company's customers had requested them to continue to arrange their haulage and after an opposed application in November. they were granted two vehicles on B licence. Most of the work, however, had had to be done by sub-contracting.

Figures showed that this was substantial, and that Harper and Mylrea were big customers of British Road Services. Aspecial-A vehicle had been acquired in March this year, for which a public A licence was now sought, and a second vehicle had been assigned to the company recently.

The vehicle which was the subject of the application had been working with hired lorries, which were going regularly to the places mentioned in the normal user. Although it could not be said that it went normally to all of them, it was used as an integral part of their service to customers when difficulties arose with sub-contractors.

There were no objections as sought, was granted. and a licence, A.E.C. CAN NOW EXTEND

ment Co, Ltd., against a refusal by Southall Borough Council, acting for Middlesex County Council, to permit the erection of certain new buildings, has been allowed by the Minister of Housing. The company sought to erect a new inspection and dispatch building, a new office block and a stores extension.
