Which of the following most accurately describes the problem?

As an ex-owner-operator (thankfully I'm out of it) I still take great interest in haulage events. With regard to the illegal immigrant question, ie the 22,000 fine either for the driver of the vehicle or the owner or both, surely this would apply to any form of transport, such as planes or boats?

If this is the case, how is it that when a couple of months ago about a dozen or so refugees jumped or fell off the shuttle train, we never heard about the train driver or the owner of the shuttle receiving a fine?
