• Hauliers have condemned truck rental companies for allowing people to hire vehicles for business use without using tachographs or presenting evidence that they hold an Operator's Licence.
Nailsworth, Glos-based Edric Goulding, a haulier for 41 years, says the measures taken by some rental companies to check potential customers have deteriorated as the truck rental market has slackened. He is calling for more rigorous policing of the law as it applies to truck rental companies "By allowing people to operate without tachographs or 0-Licences, the rental companies are encouraging people to take the bread from the mouths of law-abiding hauliers," says Goulding. The Road Haulage Association has tackled the Department of Transport about the problem, but so far the DTp has failed to respond.
0 Clive Ainsley, directorgeneral of the British Vehicle Rental and Leasing Association says: "Our members follow a strict code of conduct which sets very high standards, and the majority have notices in their premises listing what is required."
Ainsley says that rental companies are under a moral obligation to warn those hiring vehicles for business that they must comply with the law.
Ainsley feels that such legislation is "worthy of consideration for the future because it would provide a safeguard for my members".
