gan has been given a severe warning by West Midland LA John Mervyn Pugh, for breaching environmental conditions attached to his licence.

Morgan's application to alter conditions controlling times of operation was opposed by Staffordshire police, who gave evidence of 12 breaches of conditions relating to the loading of vehicles in the road in August and September 1989, following the grant of Morgan's restricted licence for one vehicle and trailer in July.

Morgan said it was not always possible to load the vehicle within the stated times. Parked vehicles made it physically impossible to get the vehicle into the operating centre to load it; the police had coned the area off, but cars still parked there. The vehicle was only loaded in the road when the access was blocked.

Mervyn Pugh granted the alteration fo the timings, but warned that any further breaches of conditions would result in the revocation of the licence. Morgan had abused the privilege of being granted licence subject to conditions, said Mervyn Pugh. It was quiti clear that he had ignored the conditions imposed to enable him to obtain a licence.
