Which of the following most accurately describes the problem?

BE POS1T1VE about cabotage, hauliers were urged by Government spokesman Lord Brabazon of Tara.

"We cannot cling to the idea that we must keep foreign operators out of Britain."

Brabazon said the British Government is pressing for liberalisation of cabotage rules in the EEC, so that hauliers may gain the benefit of taking internal loads in foreign countries. "Our aim must he to ensure that conditions of competition are fair so that British hauliers can go for business both at home and abroad."

The international permit system is indefensible. We shall continue to make liberalisation of road haulage a major priority in the Community." Liberalisation offers freedom to reputable hauliers, and does not pose a threat.

''Your industry has a tough, thrusting image. It is full of people who are willing to seize opportunities. Free enterprise can be a hard task master; not everyone succeeds, but it does offer opportunity for those in the industry who are prepared to face the challenge."

For hauliers' customers, it offers freedom of choice.

-Enterprise, development and profit are tie longer regarded as rather dirty words, and the qualities needed to make a business flourish arc no longer decried. As important as anything is the change in philosophy ;Ind attitudes which this Government is bringing about."
