Which of the following most accurately describes the problem?

• In a letter this week to the chairman of the committee the Minister has responded to the report on three points. He considers that there should be a structured organization to deal with transport planning and the committee will continue to work as a group in this connection. According to the chairman it will have some kind of "semi-official status".

The Government has also accepted the need for local expenditure and will give financial support too for a total transport policy. Local authorities will be asked to include this figure in their estimates for the next financial year.

Financial assistance may also be granted to local authorities for approved experiments. This is taken to mean the provision of heavy goods vehicles parks and transhipment depots when heavy goods vehicles bans are being imposed.

Announcing the response at a press conference on Wednesday, Mr Pettit said that the committee was very encouraged by the Minister's response.
