Which of the following most accurately describes the problem?

THERE was no safer driver on the roads than the driver of a heavy commercial vehicle, and it was false to speak of the dangers of "huge vehicles hurtling along the roads at excessive speeds." Mr. Frank F. Fowler, national chairman of the Road Haulage Association, made this statement last week when he presented a number of safety-first awards to drivers of the Crow Carrying Co., Ltd. Mr. H. H. Crow, M.Inst.T„ chairman of the Crow Carrying Co., Ltd., mentioned the advances which the company hoped to make now that it had a modern depot ,at Barking.
