Which of the following most accurately describes the problem?

• Truckstop management firm Nightowl plans to enhance faciliI as for truck drivers by opening up 12 new service areas over the next 10 years.

The group has concluded a 213.5m deal with oil giant BP to buy six sites in Alconbury, Wolverhampton, Rugby, Carlisle, Penrith and Birtley providing overnight accommodation and forecourt services for truck drivers—but it says still more facilities are needed, "While these truckstops will provide us with national coverage to a degree, we want to expand into other areas, says NightOwl MD Peter Williams. "Over the next 18 months we plan to consolidate our new operations and improve the existing facilities, including refurbishing toilets, showers, restaurants and bars, and upgrade the motels."

"We will also provide more parking facilities, with fencing and security cameras," he promises.

Paul Waterman, the head of BP's retail unit, explains that BP disposed of the TruCkStOp business because it is a specialist operation, which falls outside the group's mainstream retail operations.
