Dennis Greaves, trading as I) Greaves Haulage, of Eckington, had applied for a new national licence for seven vehicles, but a Manchester public inquiry decided his fate in his absence.

Last April Greaves was allowed to continue operating until the end of 1995 after telling then North Western Traffic Commissioner Martin Albu that he was not going to apply to renew the licence. The licence had been suspended in February 1995 after Greaves failed to appear at a disciplinary inquiry.

DOT vehicle examiner David Johnson said Greaves was currently operating under interim authority He added that last October a vehicle was given an immediate prohibition, followed by a delayed prohibition and a defect notice on two other vehicles in December. In February came another immediate prohibition. Johnson said that although inspection records had improved and a driver defect reporting system introduced, drivers were still reporting defects verbally.

Johnson added: "I have no idea why Mr Greaves is not here, though he is a fairly unpredictable character."

North Western Deputy Traffic Commissioner Brian Horner refused a licence and said previous warnings had not been heeded with prohibitions continuing. He added that Greaves had been irresponsible and bank statements showed the business was overdrawn. Greaves' interim authority to operate was also cancelled.
