Which of the following most accurately describes the problem?

by Karen Miles • John Mervyn Pugh has been appointed caretaker Traffic Commissioner for the western traffic area as the Department cd Transport's 11 month-long review of the Traffic Area Office network grinds to a close.

The failure to appoint a fulltime TC in Bristol following Ronnie Ashford's retirement means that Pugh—who already is IC for both the West Midlands and South Wales traffic areas—will be further stretched. Ashford will remain with the western traffic area for the neXt three months as a deputy Traffic Commissioner.

North-East TC Keith Waterworth remains caretaker TC in the North-West following last year's retirement of Martin Albu.

L The Curtis report, which scrutinised the efficiency of thetraffic area network, recommended last June that tWo offices should be closed: the DOT is expected to publish is response within two weeks.
