Which of the following most accurately describes the problem?

• The Transport Tribunal has dismissed an appeal by Rainhambased S Portors (Haulage) against the revocation of its licence by Metropolitan LA Air Vice-Marshal Ronald Ashford.

The company was taken over in mid-1987 by Robert and Julie Collison, the son and daughter of Donald Collison. He was a director of DFC International, whose licence application was refused by the LA in July 1987 on the grounds of his conduct while a director of Dagenham Freight Carriers.

That decision was subsequently upheld by the Transport Tribunal on appeal, but an order disqualifying Collison and his wife Jean from holding or obtaining a licence for five years was quashed.

The LA was told that Donald Collison's vehicles had been transferred to the Portors licence in August 1987, but the drivers had still believed that they worked for Donald Collison. The vehicles were registered, and the insurance was held, in the name of a company owned by Donald Collison.

Revoking the licence last May, on the grounds that the company was not of good repute, Ashford had concluded that Collison's son and daughter were merely a front and that the power lay with Donald Collison.
