Which of the following most accurately describes the problem?

• Scottish Licensing Authority Keith Waterworth has renewed Fife-based Nobel Explosives' licence but has imposed a condition banning the early morning movement of vehicles.

The company's application to renew its licence for eight vehicles, seven of which were to be based at Muirside, Blairhall had attracted some environmental representations.

Waterworth said that he was satisfied that there would be no material change, and so he could not refuse the application. He said that Muirside was a suitable operating centre on environmental grounds but there were adverse environmental effects such as vehicle noise and general disturbance.

Waterworth banned the movement of authorised vehicles to or from Nobel Explosive's garage complex or within it before 05:00hrs.
