Which of the following most accurately describes the problem?

• Scottish Licensing Authority Hugh McNamara took no disciplinary action against the licence held by D J and P Munro (Haulage), but he only renewed it for one year.

The company, which trades as Munro & Sons of Alness, Easter Ross, had applied for renewal in respect of nine vehicles and six trailers in possession with 10 vehicles and one trailer to be acquired. Evidence was given of prohibition notices placed on the company's vehicles during the past six months for brake faults and other defects. It was the third time the company had been called before the LA in five years.

Managing director William Munro said that rough conditions on a contract to remove demolition materials from a site in Inverness caused a great deal of damage to the lorries. The damage was so bad that the company had even tried to cancel the contract. He undertook to take on additional mechanics and to spend more on maintenance.

Renewing the licence McNamara said he did not want to take the company's licence away from it, but the vehicles had clearly not been safe on the road.

He was giving Munro's one last chance: it had a year to prove to him that its vehicles could be kept up to scratch.
