Which of the following most accurately describes the problem?

• South Wales Licensing Authority John Mervyn Pugh has warned Clytha Transport of Gwent that if its vehicles attract further prohibiton notices without satisfactory explanations it will find itself without a licence.

The company's licence for 36 vehicles and 30 trailers expires at the end of the year. Transport manager Joseph Bettigjeg said it was asking the impossible for any company's vehicles not to attract some prohibition notices. Mervyn Pugh said that there has to be a bond of trust between operator and Licensing Authority, but he was doubtful after what Bettigieg had said. He is determined to see that operators in South Wales have safe vehicles and hopes that operators will not let him down. A cynic had told him that he needed an operator to let him down — so that others could see what would happen to them. He hoped it would not be Clytha Transport.
