Which of the following most accurately describes the problem?

THE Greater London Council has given outline approval for 16 more bus lanes—despite doubts cast by London Transport on the effectiveness of the existing lanes. LT bus traffic superintendent Roy Smith said : "I am afraid their usefulness may be limited. What we really need are longer lanes, and lanes which operate for longer periods at standard hours."

At present only Oxford has allday bus lanes and is at present fighting to make them permanent.

Also in London express services will soon be using a contraflow bus lane for the first time. Eastern Counties, Grey-Green, and Norfolk Motor Services had applied to use the Pentonville Road lane to gain access to King's Cross Coach Station for their joint Yarmouth service.
