Which of the following most accurately describes the problem?

IN SPITE of encouragement to make demurrage charges, Britain's agricultural hauliers are still being subject to increasing delays on farms. In his annual report, the chairman of the Road Haulage Association's agricultural group, Mr G. W. Pell, said last week that substantial increases in drivers' pay made unproductive vehicle and man hours even more expensive.

Mr Pell pointed out that many mechanical devices were available in view of the shortage of farm labour. At the same time the RHA had been attempting to solve the problem of delays to vehicles at animal feed mills. Little progress had been made in this direction.

The decision of the Covent Garden Market authority not to proceed with its proposal to charge an entry fee is welcomed by Mr Pell.
