Which of the following most accurately describes the problem?

• The Metropolitan LA, Mr. D.I.R. Muir, has granted to Wright and Co. {Kings Cross) Ltd. a variation to its B licence for the addition of three vehicles to carry any distance exclusively for Breken Air Freight Services Ltd. The decision was given in writing.

The application was heard at a public inquiry on March 29 when it was discovered that there were substantial errors in the turnover figures submitted by the applicant company. The inquiry had to be adjourned so that revised certified figures could be substituted. The objector, F. V. Carroll and Son Ltd., has seen the revised figures and has no further comment to make.

The objector invited Mr. Muir to reduce the number of vehicles, limit the conditions sought and restrict the operation to the Greater London area or within 100 miles of base.

Mr. Muir concludes his decision: -But for the fact that Breken Air Freight Services are forwarding agents, the vehicles applied for could have been put on Contract A licence. In these circumstances unless there are very cogent reasons for doing so I am unwilling to put cramping conditions on a B licence simply because the need to go beyond a certain distance has not been conclusively proved or because strict proof of need relates only to certain classes of goods. I am satisfied that three vehicles will not he too many and grant the application as applied for."
