Which of the following most accurately describes the problem?

• The management organization of metropolitan railways and a study of new systems of public transport, such as conveyor belts and monorails, are among subjects to be discussed at the 38th Congress of the International Union of Public Transport, to be held in London from May 11-17. About 700 delegates from more than 40 countries are expected to attend the Congress, which will be opened at the Royal Festival Hall by Mr. Richard Marsh on Monday May 12 at 10.30 a.m.

The British Government and the London Transport Board are hosts for the Congress, which is being held in London for the first time since 1902. A colourful pageant of city transport over the ages will follow the official opening.
