• Prospects of an improvement in the licensing procedures for road haulage between Britain and Italy were held out by an optimistic Mr. Richard Marsh in the Commons this week. He said that negotiations with the Italian Ministry of Transport to simplify the procedures were in progress, and there was a good prospect of reaching a satisfactory agreement within the next few months.

Mr. Leslie Huckfield (Labout, Nuneaton), who had asked about the recent French agreements (CM April 41, gave Mr. Marsh the opportunity to talk about the Italian moves, by asking about the Customs delay at the Mont Blanc tunnel and Mont Cenis pass. Mr. Marsh told him that delay at posts on the Italian frontier seemed to be occasioned by the system of licensing foreign hauliers entering that country. All non-Italian vehicles, including those moving under TIR procedures for Customs' purposes, had to obtain a licence issued by the Italian authorities before they could cross the frontier.

In some cases, said the Minister, British hauliers, possibly from ignorance or misunderstanding of the Italian rules, arrived at the frontier without having made the necessary prior application for a licence.
