Which of the following most accurately describes the problem?

• All 34 Labour members boycotted a special meeting of Newcastle City Council on Monday which agreed to ask the Transport Minister. Mr. Richard Marsh, not to confirm the appointment of Aid. Andrew Cunningham as chairman of the Tyneside PTA.

The council's ruling Tory group claim that his membership of the Authority as one of the Minister's nominees was a political move to enable him to be elected chairman and to strengthen its Socialist control.

Aid. Neville Trotter, chairman of the city transport committee and the Tory nomination for PTA chairman, told the meeting that Aid. Cunningham's actions at the first meeting last Monday showed the Socialists intended to use their powers ruthlessly.

Cllr. Bert Abrahart, the council's Labour leader, explaining his side's boycott, said: -We would not participate in any childish and petulant representations to the Minister on a matter in which he would not in any case interfere."

His members had not thought it worthwhile wasting their time going along to hear attacks on the new chairman and Socialists in genera/.

Aid. Cunningham, regional secretary of the General and Municipal Workers Union, described the Tory move as "infantile".
