lain Sherriff • The Transport Managers' Licence Committee meets this afternoon (Friday) for the 15th and whq could be the last time. Following the meeting, it is confidently forecast, the committee will put its proposals for licensing transport managers to the Minister of Transport. Thereafter will be lifted the security screen which was placed on the committee's deliberations. Some say this security blanket was adopted as an act of courtesy to the Minister in that the committee did not want its proposals discussed generally before the Minister had been given the opportunity to study them. At the more recent meetings, Mr. Marsh has been represented by Mr. J. Lane; it therefore seems likely that the Minister will have been advised of the committee's progress.

It is unlikely that there will be anything dramatic in the proposals, as it is understood they will suggest that qualifications for the statutory licence—to be called a vehicle supervisor's certificate—should cover only those subjects which are essential for the safe operation of vehicles. The drama will come if the Minister rejects the proposals as not filling the requirements of Section 65 or Schedule 9 of the Transport Act. There are those who believe that this is possible, although it could be argued that the Minister would have advised the TML Committee of the possibility of rejection of its "basic" concept before now.

Those who fear rejection, point to the fact that what is basically essential for the safe operation of a fleet of tippers is inadequate for a fleet of articulated tankers. They argue that the Parliamentary draftsmen had these thoughts in mind when drafting Schedule 9 para (1), "There shall be such classes of transport managers' licences as may be prescribed."

It is understood that the TML Committee proposes that, above the basic legal require ment, should be standards which could be gained by examination only. This is causing disquiet to many, in that it is felt that professional qualifications should not be controlled by legislation, which is a possible outcome of such a recommendation; though the intention is that such other grades should be voluntarily achieved.

It is likely that the few remaining contentious points will be resolved at today's meeting, and that Mr. Marsh will have the opportunity of studying the proposals at a very early date. If he accepts them, and follows the usual pattern, draft regulations will be sent to interested parties for comment and thereafter regulations will be laid before Parliament for approval.

There is even then the possibility that the proposals could be rejected as inadequate. If they are accepted they could be implemented following the summer recess.
