Which of the following most accurately describes the problem?

• The first plating and testing prosecution in the Northern Traffic area was brought by the Ministry of Transport At Sunderland Magistrates' court on Wednesday.

The defendant, Mr. C. A. Adams, a dealer of Fatfield, Co. Durham, was charged under Section 14 (1) and 14 (2) of the Road Safety Act 1967. It was stated that on March 17 1969 his goods vehicle did not have a test certificate, and that on the same day he had used the vehicle Without having a plating certificate. He admitted the offences and was fined £5 on each count with four guineas advocate's fee. Mr. A. L. Vickers, prosecuting for the MoT, said that under the 1967 Act goods vehicles registered before January 1 1961 had to be plated and tested. About 500,000 leaflets had been distributed to publicize this fact. The vehicle belonging to Mr. Adams had been registered on March 12 1957 and should have been plated and tested before February 11969.

Mr. Vickers said that he hoped a great deal of publicity would be given to this case.

Defendant said that, from a friend, he had understood that his vehicle was not due for a test until a later date.
