Which of the following most accurately describes the problem?

licensing is introduced later this year, vehicles over 5 tons unladen or 16 tons gross will, unlike lighter vehicles, continue to be bound by the conditions of their current carriers' licences. Is this provision likely to extend to C-licensed vehicles, or only A and B ?

AThe provision will certainly extend to C-licensed vehicles. The over-16-tong.v,w. vehicles specified on A, B or C licences will continue to be restricted by the conditions of those carriers' licences. So, for example, large C-licensed vehicles will not be able to carry for hire and reward. This situation will continue until the introduction of special authorizations procedure (-quantity" licensing).

It does not yet seem to be widely appreciated that during the period between the introduction of operators' licensing and the introduction of special authorizations, an operator with vehicles not exceeding 16 tons gross will be able to object to applications for, or variations of, A or B licences by operators of vehicles over this weight, on the ground that adequate services already exist for the traffic in question. The large-vehicle operator will not have a corresponding personal right to object to applications for, or variations of, operators' licences covering vehicles below 16 tons gross. Under the Transport Act, objections to operators' licences will be admissible only from prescribed trade unions, trade associations, chief officers of police, and local authorities.
