Which of the following most accurately describes the problem?

In general, the proposals have received a big thumbs-up from our panel. They welcome the idea of a lead TC to deal with multiple licences and see this measure as a genuine attempt to cut red tape.

As one operator says, it will make it much easier to move vehicles between traffic areas. Another welcomes the reduced administration and paperwork involved in managing 0-licences for different sites across the country.

The panel's verdict is that the plans will bring significant benefits to the whole industry.

However, some are concerned about the abolition of the 28-day period of grace for notifying the Traffic Area Office of fleet changes and believe that this should be kept in some form. perhaps as a week or two weeks. Instant notification could create problems with vehicle rentals, they fear, although one panel member points out that abolition will close another loophole for operating vehicles illegally.

The proposed scrapping of the licence disc also meets a mixed reception, not least because of concerns that customers or traffic police will no longer be able to confirm instantly that the vehicle is being operated legally.

But these concerns aside, it seems the Department for Transport is on the right track with its plans to overhaul 0-licensing.
