• The Road Haulage Association has slammed European Community proposals for the protection of animals during transport.

In a submission to the Ministry of Agriculture Fisheries and Food, RHA spokesman Ben McGuire says there are several aspects of the EC proposals which do not meet with the RHA's approval, and there is confusion on whether they apply to national and international journeys. If the proposals apply nationally they are "too cumbersome", he says, since hauliers would be required to get approval for the movement one day before the animals are transported.

The regulations do not make it clear who would have authority to permit animal movements, adds McGuire, nor does it clarify who would pay for this authorisation.

According to McGuire, the proposals also state that tethers for animals should be long enough to enable the animal to lie down — a situation which would lead to animals becoming entangled and breaking legs, he predicts.

The EC also proposes to exempt journeys of less than 50Icm. "That exemption entirely negates the purpose of the animal welfare legislation," says McGuire, since it means unscrupulous operators could transport animals in whatever container they choose.
