• Drivers in London may be ordered to fix electronically readable number plates to their vehicles so they can be charged a fee for driving in the capital during the rush hour.
Transport Secretary Paul Charmon admitted on BBC television's On The Record that the scheme carried massive problems, but stated that: "I
have not ruled it out."
Channon also promised to clarify the Government's attitude to a west-London relief road within the next few months.
Possible routes considered so far have threatened homes in three marginal Tory constituencies: Putney, Kensington and Fulham.
