• The year ending on 31 March 1988 was a good one for the road haulage industry, judging by the latest Licensing Authorities annual report, with more operators, more HGV drivers and fewer 0-licence suspensions. 0-licence applications were up 6% from the previous 12 months, to 40,710, and the rejection rate was down, by 22%. Fewer 0-licences were issued exactly as applied for (down from 90.2% to 86%), but nearly 19.5% fewer applications were heard at public inquiries.
