Which of the following most accurately describes the problem?

SWEDEN may become the first country in Europe to levy a special charge on lorry drivers and other travellers who arrive at the border at unsocial hours.

The plan put forward by the Swedish Customs Administration is to demand a payment for all traffic between the hours of 4pm and 7am.

They argue that staff demand extra wages for working these unsocial hours and costs should be passed on to the public.

For lorry drivers, the proposed charge for entering or leaving Sweden after dark would be about £12.

However, the plan has raised a storm of protest, particularly from airlines because their passengers would be expected to make a payment as well.
