• Members of the public who make environmental representations against 0-licence applications and then fail to put in an appearance have been criticised by South Wales Licensing Authority John Mervyn Pugh.
The attack came as Anthony Gallear of Caldicot in Gwent was applying to change his operating centre when renewing his licence. Gallear had been operating from the proposed site without authority since his original premises had been closed. The application attracted a petition from 18 neighbours.
Gallear had held a licence since 1979. He agreed limits on the times of operation and the route vehicles should take to and from the site. He realised he should have told the traffic area when he moved.
Mervyn Pugh renewed the licence with the conditions. He said traffic examiners said the site was suitable. He found it disappointing that 18 representors had not taken the trouble to attend the public inquiry. The residents were lucky they had an operator who was reasonable and understood their feelings.
