Which of the following most accurately describes the problem?

THE MINISTER of Transport has turned down an appeal by Wallace Arnold Tours Ltd., Leeds, against a decision of the Traffic C ommissioners for the Scottish traffic area.

The appeal sought to set aside a grant permitting Scottish Omnibuses Ltd. to operate an express carriage service between Glasgow and Hull to provide a connection with North Sea Ferries Ltd. Wallace Arnold feared the new service would abstract its Glasgow and Edinburgh Continental tours traffic which operated on other crossings. The Minister's view was that the new service would attract new traffic.
