Which of the following most accurately describes the problem?

AN application by Midland Red to "marry" "two services on its Leicester to Branstone routes, and to reduce their frequency, was opposed by Braunstone Parish Council.

Mr. Anthony Rothera, for the company, told the East Midland Traffic Commissioners at Nottingham that services to and from Braunstone were not being utilized to anything like the full extent. The adjustments would still allow a perfectly satisfactory service "and relieve the staff shortage in Leicester".

Mr. Charles Geach, for Braunstone Parish Council, said the changes would deprive people in their Braunstone-lane area of the only reliable bus service. If it was granted, they would have to use the country bus service—which would be full of passengers going to country destinations—or walk half-a-mile to the proposed new route.

The Commissioners reserved their decision.
