Which of the following most accurately describes the problem?

G. HOWLETT AND SON (QUORN) last week asked the East Midland Traffic Commissioners to vary the times of a bus on its Loughborough-Sileby route. It wanted the bus to leave Barrow at 1.50 p.m. on Thursdays and reach Quorn at 2.02 p.m.

But neighbouring operator Barkus and Son, of Woodhouse Eaves, objected. For this came within seven minutes of its bus which went through Quorn at 2.09 p.m.

Said Mr. Anthony Rothera for Howlett: "It's probably the smallest point ever to have concerned you (the Commissioners). But the companies have reached a gentleman's understanding that the Howlett bus should reach Quorn at 2 p.m.—a nineminute gap."

And on that understanding the Commissioners allowed the variation.
