Which of the following most accurately describes the problem?

BLENCOWE Lime Co. Ltd., Penrith, was granted 15 new B licences in Carlisle on Tuesday for tippers to carry concrete products and materials for Edenhall Concrete Products Ltd. and Craig Brothers Ltd. Northern Transport (Penrith) Ltd. was granted one tipper on B licence to carry for the same companies and also lime and limestone products for Blencowe.

The radius for both licences will be the six Northern counties and Southern Scotland and the operating base will be the Blencowe limeworks.

Mr. T. H. Campbell-Wardlaw explained that a co-ordinating company, Northern Lime and Concrete Products Ltd., held a controlling interest in Blencowe and owned Northern Transport and the two customer firms. Blencowe operated their vehicles under C licence and Northern Transport their tipper under Contract A to Edenhall. All of these licences would be surrendered. He told the Licensing Authority, Mr. J. A. T. Hanlon, that following discussions before the hearing and subject to an undertaking not to add any tippers on C licence without publication, the objections had been withdrawn.

Mr. H. E. Cousins, a director and secretary of both applicant companies, repeated this assurance when giving evidence. He said that the output of lime at Blencowe limeworks had risen from 135,000 tons in 1961 to an estimated 250,000 by the end of 1967. Of a total £56,790 annual haulage bill, £25,384 was sub-contracted and Mr. Cousins said that hauliers, far from being adversely affected, could expect an increase in business. He also undertook to inform the LA of any major ownership changes in the companies holding the licences.

The granting of the licences would give them a measure of flexibility, said Mr. Cousins, and enable Craig Brothers to open a new market since their products would be transported from Co. Durham to West Cumberland in the applicants' vehicles which were previously empty stock. He also confirmed that "road and building materials for Philip Beadle Ltd." had been deleted from the conditions of both applications since that firm had now been sold.

At the same hearing, J. R. Taylor and Son, Penrith, was granted two tippers on A licence, on the surrender of two Contract A vehicles. The company would continue to carry for their previous customers Edenhall and Blencowe but during slack periods would be able to work for Shap Concrete Co. Ltd. as well.
