SECTION II of IRU has agreed that the TIR should be made available to containers travelling road/sea/road from Great Britain to the Continent and back again when they are not on a wheeled chassis during the sea transit.
They must, however, satisfy the technical requirements of the Convention and travel between countries which are signatories to the Convention.
New members accepted are the American Trucking Association, of Washington, and the new Irish federation—Lastas Eiraan Teoranta, of Dublin.
An attempt is to be made to persuade Portugal to ratify the 1958 Convention on the importation of goods vehicles free of Customs duties, and the ECE is to be asked to eliminate carnet de passage for semi-trailers.
Representatives of several countries (notably Italy) have complained about the cumbersome British system of vehicle taxation as applied to foreign goods vehicles. The general view is that it is most unfair that Great Britain does not follow the Continental example and apply such taxation on a day-to-day basis.
It is hoped that the position will be eased when Great Britain concludes bilateral agreements on international transport with various European countries.
