Which of the following most accurately describes the problem?

A As from May 18 the period has now been

limited to 14 days before the renewed licence is to have effect. This, incidentally, will now prohibit possible renewal of licences well in advance in an endeavour to forestall anticipated increases in duty. The necessary provisions are contained in the Road Vehicles (Registration and Licensing) (Amendment) Regulations 1967, No, 668, obtainable from HMSO, price 5d.

These Regulations also provide that, when renewing a motor vehicle licence at a post office, it is no longer necessary for the registration book to have a vacant space in which to record the issue of the new licence.
