THE position of owners and drivers, with regard to Service demands, was a principal topic discussed by the Devon and Cornwall Area Committee of A.R.O. at the recent May meeting at Plymouth, over which Mr. K. G. Foster presided. The secretary was instructed to seek an official ruling from the Licensing Authority as to the position of operators who are requested to provide vehicles by any specific department; also to obtain further promised information regarding he recruitment of lorry drivers.

Regarding emergency measures on the grouping scheme (in connection with which the secretary reported), the committee had spent approximately £10. Mr. Bennett said the grouping arrangements were not progressing as well as the Licensing Authority would like, thovigh he did not see that the A.R.O. district office could do any more.

The addition of the following three members, during the month, was repot tell by the secretary:—Mr. R. Y. B. Mann, Ashburton; Mr. C. W. Bygate, Plymouth; and Messrs. J. 'I'. 13. Johns and Sons, Kemble's Garage, Mevagissey.

It was repotted that Aid. Solomon Stephens had found it necessary, owing to pressure of public business, to resign the cliairmanship of the West of England C-Licence Holders Association and that Mr. E. T. Lear had been appointed to succeed him. It was also announced that it had been resolved to devote £40, from money in the Association's hands, to propaganda.

The position regarding the area solicitors was considered, it being reported that Messrs. Scown (St. Austell) and Parnell (Launceston) had accepted the work on the terms offered. It was decided to allocate the North Cornwall and East Cornwall district to Mr. Parnell, and Mid Cornwall, West Cornwall and Penzance to Mr. Scown.

The question of the cutting of rates in East Cornwall was referred to, it being stated that, in certain cases, rates were being accepted which were described as absurd.

Authority was given for the formation of a separate sub-area for Tavistock, embracing Okehampton, Lydford and the district. The next meeting of the committee is to be held at Plymouth on Tuesday, June 19.

B.R.P. to Raid Pigeon Holes.

Perhaps safely " tidied away " by the Government, the Bressey Report and County Surveyors' Society's Scheme for civilized road systems, will nevertheless be strongly publicized by the B.R.F. in the coming year.

• N.C.E.C. to Meet in Leeds.

It is learnt that the Yorkshire section of the National Conference of Express Carriers is to hold a meeting on Friday, June 2, at 7.45 p.m., the venue being the Griffon Hotel, Boar Lane, Leeds.

Mr. Hindley—Pillar of A.R.O.

The progress of A.R.O. during the past 2i years has been due in no small measure to the untiring efforts of its honorary treasurer, Mr. R. Hindley, who was recently re-elected to that office by a unanimous vote of the National Council. How strong is the position of the Association was revealed at the annual general meeting, when a reserve fund of more than £7,000 was reported.

Mr. Hindley is well known in accountancy circles, having extensive practices in London and Manchester. His Association activities include the chairmanship of the East Lance Area. He is a Fellow of the Chartered Institute of Secretaries and a Fellow of the Royal Economic Society.'
