Which of the following most accurately describes the problem?

• NFC subsidiary, Newsflow, put its new fleet of 140 vehicles into full operation this week as Mirror Group newspaper distribution was switched from rail to road on 1 July. (CM 11-18 June).

Newsflow is using 40 Volkswagen LT 45 vans, 52 Leyland Daf 7.5 tonne GVW Roadrunners, 11 ERF E6.18 16-tonners, seven Leyland Freighter 16.17 16-tonners, and 11 Leyland Roadtrain 17.25 4 x 2 rigids with 19 drawbar trailers on the Mirror Group contract.

Curtain-sided bodies for the vehicles at 7.5 tonnes and above have been supplied by Lawrence David of Peterborough and Southfields Coachworks of Loughborough.

The Roadrunners are fitted with 4.3m Southfields Urbanloader bodies. Lawrence David built 6.2m Kerbsider bodies for the 16-tonners and the drawbar combinations using its new jig-building system.

Newsflow specified the drawbars mainly to give it the additional carrying capacity required for the heavier Sunday newspapers published by Mirror Group.
