Which of the following most accurately describes the problem?

PROBLEMS over the maintenance of vehicles operated by Armstrong Removals Ltd, Pinxton, Nottinghamshire, would be solved in the future by a proposal to hire vehicles. The company was seeking to renew its licence, which specified four vehicles with one to be acquired before the East Midland Licensing Authority, Mr C. M. Sheridan, at Nottingham.

In Novem'ber, 1972, the company's then 17 vehicle licence was reduced to 11 vehicles, following disciplinary proceedings. The following September, the L.A. was only prepared to grant an interim licence for two vehicles after the company was brought to public inquiry or renewal. The licence has been extended to the present authorisation of five vehicles.

Mr Sheridan said the company had been making proposals of one sort or another since 1972. Mr A. J. C. Rothera, for the company, said the real problem was the age of the vehicles. Mr Sheridan commented that it always had been.

Mr Rothera said the company were prepared to accept a licence with a condition that only vehicles hired from Eastern BRS Should be specified. Arrangements had been made for the maintenance of the hired vehicles to be undertaken by Eastern BRS.

Adjourning the application, Mr Sheridan said he would require documentary evidence in connection with the maintenance arrangements. If this was satisfactory, he would propose to grant a probationary iicence for three vehicles for a two year period.
