Which of the following most accurately describes the problem?

THE appeal by W. Robinson and Sons (Great Harwood) Ltd. against • a decision of the North Western Traffic Commissioners refusing to grant a variation of the service of excursions and tours originating at Park Garage, Great Harwood, has been allowed by the Minister of Transport.

The Minister felt that desirability: if not need, in terms of convenience to the public was shown for the proposed route which would serve seven towns directly. While a grant would occasion some abstraction from the express and stage service of Hebble Motor Services Ltd., an objector, this in practice would be limited by the vehicle allowances applicable to Robinson's licence as a whole.
