Which of the following most accurately describes the problem?

AT Chertsey on Wednesday 45 summonses against a road haulage company were described as "a large hammer to crack a very small nut ". The firm's counsel, Mr. James Amphlett, referring to this multiplicity of summonses ", said: "If the police had been handling this case, they would have been content with about six summonses."

Starmile Ltd., of Yiewsley, Middlesex, pleaded guilty to 14 summonses for being without a carriers' licence and 31 for failing to comply with conditions of licences. The managing director, Mr. R. J. Arents, accepted responsibility for the offences.

Mr. Amphlett told the Bench: "This is a young company and Mr. Arents had only recently taken over as managing director. He knew little or nothing about the licensing regulations." The infringements were of a complicated technical nature--" a mistake in law, made in good faith ", submitted MI'. ArnphIctt.

The company was fined 10s. on each offence and ordered to pay £14 costs.
