Which of the following most accurately describes the problem?

• Eighteen trucks received immediate prohibitions for mechanical defects at Iwo roadside checks on 108 vehicles carried out by South Wales Police's commercial vehicle unit. Operations Looe and Lowestoft were carried out around Cardiff over the weekend of the 14/15 November.

As well as the prohibited vehicles, an artic and a van were Found to be running on red diesel and were impounded. A further 17 vehicles were given defect notices, seven were overloaded and eight were not displaying the correct vehicle excise duty. Nine were committing tacho offences and there were seven infringing C&U regulations. One driver was stopped for running a red traffic light.
