The Motor Vehicles (Driving Licences) Regulations 1996. CIF 2 December 1996 and 1 April 1997. Implements the Second Driver Licensing Directive in the UK introducing staged testing, theory testing for LGV/PCV candidates, new test vehicle standards and eyesight/medical standards. Also requires drivers of mobile cranes to have a vocational licence if appropriate and drivers of chassis cabs to have a Category B licence. It also limits drivers passing Category B tests to 3.5-tonne GVW vehicles.
The International Carriage of Perishable Foodstuffs (Amendment) Regulations 1996. CIF 2 December 1996. Introduces new fees for the testing of ATP equipment.
The Carriage of Dangerous Goods by Rood Regulations 1996. Replaces current PGR and RTR and implements the requirements of the ADR framework and VOC Stage 1 Directive. CIF 1 September 1996. Transitional period until 1 January 1997.
Carriage of Dangerous Goods (Classification and Labelling) and Use of Transportable Pressure Receptacles Regulations 1996. Updates CPL1 and covers environmentally hazardous substances and future ADR requirements for gas bottles. CIF 1 Sept 1996. Transitional period until 1Jan 1997.
The Motor Vehicles (Driving Licences) (Amendments) (No 31 Regulations 1996. CIF 1 July 1996. Replaces parts of Motor Vehicles (Driving Licences) Regulations 1987 relating to driving tests. Implements theory tests for Categories A, B and P, sets the fee for such tests at £15 and also established the trainer booking facility. Also introduces new test vehicle specifications.

CIF 1 September 1996 New regulations on the transport of special waste and new consignment notes and pre-notification procedures" The Driving Licences (Community Driving Licence) Regulations 1996. CIF in stages between 23 July 1996 and 1 January 1997. Allows holders of Community licences who became resident in the UK to drive here without the need to exchange their licence for British ones within one year of taking up residence. The right of exchange is not removed and made mandatory for the purpose of applying British provisions as to validity periods, health and fitness standards and driving disqualification".
The Motor Vehicles (International Circulation)
(Amendment) Order 1996. CIF 6 August 1996. Increases the fee For an international driving permit from £3 to £4 and allows residents from the Isle of Man or Jersey to drive LGVs and PCVs in Great Britain. The Order also amends the definition of driving permit so that foreign provisional licences do not have the same validity as full driving licences.
The Motor Cars (Driving Instruc• (Amendment) Regulations 1996. CIF 9 September 1996. Allows people with certain physical disabilities to be authorised, in certain circumstances, to become paid driving instructors.
The Deregulation (Motor Vehicles Tests) Order 1996. CIF 1 July 1996. Amends the Road Traffic Act 1988 so that where a vehicle is tested within one month before the date by which it is first required to have a test, the 12month period for future tests is extended to 12 months From the date that it should be tested.
The Road Vehicles (Construction and Use) (Amendment) (No3) Regulations 1996. CIF 1 September 1996. Amends C&U Regulations so that speed limiters will ensure that vehicles do not travel at speeds above 90km/h (approximately 55.6mph).
The Road Vehicles (Construction and Use) (Amendment) (Nod) Regulations 1996. CIF 2 September 1996. Amends C&U Regulations so that vehicles currently displaying a UK style speed limiter plate must also display a supplementary plate showing a set speed of 85k/v)/h. This does not affect the set speed of the limiter.
The Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996. CIF 1
December 1996. Implement revised procedures to be met by local authorities introducing new traffic orders etc.
The Road Vehicles (Construction and Use (Amendment) (No5) Regulations 1996. CIF 1 October 1996. Amend Construction and Use Regulations in respect of silencers for exhaust systems and for radio interference suppression equipment.
The Motor Vehicles (Type Approval for Goods Vehicles) (Amendment) Regulations 1996 and The Motor Vehicles (Type Approval) (Great Britain) (Amendment) Regulations 1996. CIF 1 October 1996. Amend the Motor Vehicles (Type Approval) (Great Britain) Regulations 1984 in respect of exhaust emissions, noise and silencers and electromagnetic compatibility of vehicles.
