Which of the following most accurately describes the problem?

Everybody will have sympathy for Ken Abram, the latest casualty in the haulage business (CM 19 December-I January) but, as always in these cases, you can't help wondering whether it will be the smaller sub-contractors who might lose out in the end.

This year has seen a string of hauliers hit financial difficulties, but the knock-on effects make a tragic situation even worse. Why can't the Government do some thing in law to give the subbies equal rights to any money that is finally distributed?

Let's hope that Ken Abram can pull through this difficult period andpay all its sub-contractors in the end. But it it is not able to, why should it be the Inland Revenue and the like that get first call on whatever money is available?
