Which of the following most accurately describes the problem?

• Assurances that a Bilston man is not a front for a disqualified operator have been accepted by West Midland Traffic Commissioner John Mervyn Pugh at a Birmingham public inquiry. A bid by Bernard Campbell, trading as Roadtrack Services, for a licence for two vehicles and one trailer had earlier been adjourned because Deputy Commissioner Roger Seymour was concerned that he might be a front for Clifford Morgan, who was disqualified from holding an 0-licence Morgan had traded from the same address that Campbell proposed to use (CM 28 Nov 4December 1996).

Campbell said he had previously been employed by Morgan and when Morgan went out of business he saw an opportunity to go into business on his own account. He had paid £6,000 to Morgan for two vehicles and a trail er, some of the money coming from his sister, Icylyn Mathis. Campbell agreed that his sister had previously been known as Mrs Morgan, that she was to act as his transport manager and that she had been Morgan's named transport manager. But he denied that Morgan had anything to do with the business.

Icylyn Mathis said she and Morgan had lived together but had since split up. She had never really had anything to do with Morgan's business and assured the TC that Morgan had nothing whatsoever to do with her brother's business.
