Which of the following most accurately describes the problem?

• An increase of 2d per single journey across the Forth Road Bridge has been granted to W. Alexander and Sons (Fife) Ltd., a Scottish Bus Group company. The application, claimed necessary because of , the increased costs arising from the higher level of tolls, was heard in Edinburgh on December 22.

Fife County Connell objected, and sought to make this an increase of one penny only.

Mr. A. B. Birnie, chairman of the Scottish Traffic Commissioners; said he was continuously impressing on the Scottish Bus Group the need to economize and to operate efficiently. They did not like granting increases but had to satisfy themselves that applications were fair and reasonable. This was, they had agreed, a reasonable application.
