Which of the following most accurately describes the problem?

passengers at an unauthorized point on four seaside excursions, Hazeldine Hire Services, Bilston, Staffs, blamed the Passenger Vehicle Operators' Association at Bilston, last week. Joseph Wilfred Hazeldine, a partner, claimed that although they were allowed to pick up only at Bilston, the P.V.O.A. had told them that passengers could be collected from the village of Lower Gornal, provided no extra charge were made. Hazeldine's denied four charges concerning excursions to Torquay, Margate, Southsea and Tenby. The case was adjourned because of fog to a date to 'be fixed. Prosecuting for the West Midland Traffic Commissioners, Mr. M. T. A. Matthews stated that by no stretch of the imagination could Bilston and Lower Gornal be regarded as the same place. In evidence, Joseph Hazeldine said they were members of the P.V.O.A. and had contacted the Association because people in Lower Gornal wanted facilities. They had accepted the advice that a feeder could be run if no extra charge were made. Answering Mr. Matthews he denied that no application for Lower Gornal had been made because it was so unlikely to be granted.
