Which of the following most accurately describes the problem?

AN Aberdeen owner-driver whose A licence normal user covered general goods within 25 miles of base admitted

last week that since 1955 the nature of his work had changed—he had been hauling paper products to Edinburgh, Glasgow, Dundee, Carlisle and Billingham. The man, Mr. Samuel Ellicock, Merkland Road East, Aberdeen, asked the Scottish Deputy Licensing Authority, Mr. Alex Robertson, to grant a continuation of the licence with a new user.

Mr. Ellicock said he declared the new nature of his business when he applied for fuel during the Suez crisis. He was not aware that he should have applied for a new user.

His application was opposed by British Railways, who said they wanted to crossexamine a representative of Mugiemoss Paper Mills, Aberdeen. The mill-owners had sent a letter in support.

Mr. Robertson said Mr. Ellicock could carry on with his work until the case was reheard on January 20. when the question of punishment would have to be considered.
