Which of the following most accurately describes the problem?

Co., Ltd., made to the West Midland Licensing Authority its third application for increased fares in less than two years. Mr. S. D. Herington, for the company. said that the first application in its history—made in the summer of 11951 had. been delayed by economies, good management and increased traffic..

The present application was for adult single and scholars' return fares from lid. to 3d. to be raised by id., and for workmen's return fares to be increased by amounts varying between Id. and 3d. This would bring them into line with those fares which were allowed to be increased under the previous grant. • Mr ■ Herington said that if the present application was granted in full, it would produce an additional annual revenue of £309,000, bringing to £1,400,000 the total increased revenue from the 'three applications. Since the last one was submitted, costs had increased by £469,000.

Mr. R. Brandon, traffic manager, said that it was expected that there would be some " passenger resistance" to the proposed increases. A number of people at present riding for short stages would walk, and some workmen would cycle.

"When fares go up over a certain point, girls, particularly, prefer to find work locally rather than pay higher fares," he said. Short-distance traffic might decrease by as much as 10 per cent, and the company had allowed for a drop of 5 per cent.

The hearing continued.

ILLOGICAL "IT is quite illogical that the Govern / ment should provide money for the remarkable investigations into road construction, usage and safety by the Road Research Laboratory experts at the Harmondsworth and Langley establishments and yet entirely disregard their findings."

This comment is made by the British Road Federation ina statement welcoming the 1951 report of the Rod Research Board.
